m bison from street fighter
magneto from xmen
soundwave, starscream, devastator from transformers.
dock ock, venom, green goblin, electro, sandman etc from spiderman (I know it's a comic, but it was a cartoon too)
joker, riddler, catwoman, penguin, scarecrow, mr freeze from batman

that's all I can think of at the moment..
