How about a tape-swapping forum?
People around here are complaining about missing out on music that doesn't make it to their countries, or simply by not having the right kind of record stores nearby.
I've seen it on a few other forums that there is an area for people to post mix-tapes (both in the traditional and dance music sense) they've made, along with email addresses so people can request them, in exchange for postage, or usually, a mix tape they've made. Hence the spread of good music would increase.
Not sure about the legality of this, but even Metallica support mix-tapes (the sleave notes to their Garage album apparently has Lars Ulrich saying how he went around to his mate's houses and taped all their records). But I think it's something to consider.
Also, probably more mix-CDs than mix-tapes going around now.
