laser guns arent gonna happen, because the LAPD can shoot you with beanbags and glue and charge you with assaulting them.

well.. considering that they can make a steady stream of anti-hydrogen matter now, i can't see it being too far off in the future. we're all carbon based right? so it's only a matter of time till they can direct a stream of anti-carbon matter and use it as a weapon, right?

Alice Springs in central Australia is home to a massive US base and on this site they have several ground based lasers which can knock out ICBMs and possibley even satellites. The lasers are hiden from prying eyes and are only used in extreme circumstances. Due to the power required to fire the laser at a target 10s of thousands of kilometres away, seperate generators are needed to supply the laser directly. These generators must be brought online before firing can commence.
The US (specifically the Reagan Administration) experimented with laser pulses as a way of destroying Soviet ICBMs before they released their nuclear payload. It was initially thought that a laser module could be attatched to a varient satellite, but the weight and power requirments meant that this was unfeasable. This was some years ago, though, and technology has moved on considerably; solar cells are far more efficient at retaining and storing energy than they were 20 years ago.
A more efficient way of using a laser to destroy ICBMs is to outfit a current aircraft with a laser to the front of it. The US is toying with the idea of fitting a laser to the front of either a DC-10 tanker aircraft,a 737 AWACS or a converted 747-400. Whilst this would cost considerably less than placing a satellite in orbit, but would still have it's drawbacks. High voltage generators would be required on board the aircraft and sophisticated radar would be needed to track the missile effectively (hence the thought of attatching the laser module to an AWACS aircraft.)
This project would come under the US defence budget, but details are not readily available due to the interests of US 'National Security.'
The US may well have hand held laser weapons in development, but it would seem more likely that projectile weapons remain the weapon of choice for troops on the ground. Perhaps a more probable alternative for ground troops would be super heated plasma projected at velocities in excess of the speed of sound (ie mach 2 plus), but drawbacks would be the stable containment of said plasma.
Anti-matter is another subject all together. Maybe another time.
