I will be using rails but what else should i look for? Are there any good sites with reviews?

there's that one they all recommend for rails... Textdrive i think.
Dreamhost do it too.... they're cheap and good but can be slow sometimes cos they've got so many users. Mostly happy users tho. I've not used Textdrive so can't comment.

if you're wanting to use rails the amount of hosts that support it well is pretty small, rails is still quite new and arguably harder to run than php for instance which is why most hosts won't.
Dreamhost do but I wouldn't recommend it as you have to run under fcgi which sucks for rails.
Textdrive is better as you can use lighttpd.
If the site is going to be busy at all look at getting a dedicated server or a vps or whatever they call it.
Def look for mongrel and either lighttpd or nginx.
Having said all that if the traffic is small and the site not critical don't worry as much.
