No it's not legal to grow, but a blind eye is turned to it based on my visit to Vancouver a few years ago. People openly smoking on the street in places you definitely wouldn't see it happening in the US.

So they mail you a forwarding address to send your payment to. I can see an issue with doing that via email :)
