An AMERICAN song/artist that samples "A 5th of Beethoven" - Can ANYONE help me?!?!?!

Fellow no-futurists - I am PREYING that one of you lovely lot can help a girl in distress -

Very recently, I saw a music video - it was a young guy (about 20+), riding through the streets of New York on a bike, singing a song which sampled Walter Murphy's "A 5th of Beethoven".

The guy has long brown hair, a goatee beard, and he was wearing a white shirt with a blue number printed on it, baggy trousers with a spiked belt.

Iin the video, he was running errands for people, including delivering flowers for someone in an office. He also danced around a bit....

I know this is VERY VAGUE, but I'm DESPERATE to find out who the guy is, and what song it is!!!!!

ANY HELP will be much appreciated!!!!

Thanx, but no - this wasn't Badly Drawn Boy at all... I wish I could say more aboutthe video - even the lyrics, but I caught the video at a really bad moment - any other help and I'll love you guys forever....
