Build a web page with your flash in it and then set it up as your desktop. Put the page somewhere on your PC and then go to the desktop. Right click and select Properties
Select the "Desktop" tab.
Click the "Customize Desktop" button.
Select the "Web" tab.
Click "New" the either enter the URL of your page or browse to it.
That should do it I think.
Slight Disclaimer: I've not actually tried this myself.
