the government released a report that most of the hostage takers were hopped up on heavy narcotics and are practically blaming that for the reason of the massacre...

yeah but they are also blaming the head of the school, saying she helped the terrorists. she is under kgb protection and has been warned by the locals not to return, although she is going to. its a pretty fucked situation and unsurprisingly they will blame anything to make sense of it.
